5.6 Meanwhile use

Activating vacant spaces to test and grow cultural programmes.

While places are in development, vacant spaces and premises can be the start of testing and implementing cultural programmes in a place. Meanwhile use can be a tool for growing audiences and ensuring fully integrated cultural offer as part of a vibrant place. If there is a demand for artist studios, temporary use of local spaces can help support future plans by providing nearby premises where artists can work until the dedicated studios are developed. This would not only test the appetite but also populate new cultural venues once complete. 

What to consider: 

  • Is there the need for a new cultural venue 
  • Where is the opportunity to utilise meanwhile spaces – shop premises, temporary units 
  • What cultural need can the space provide – workshop or project space, studio space
